Job Description

The purpose of this job is to assist the Elections Supervisor to enhance the quality of life for all citizens of Carroll County by planning, organizing, coordinating, and directing an efficient and carefully-monitored program of County-wide elections activities for all citizens and managing the development of the County\\\'s election facilities so as to ensure that they are reliable, accessible, and shown as trust-worthy to a demographically culturally diverse community. The Assistant Elections Supervisor will be responsible for assisting the Elections Supervisor in maintaining and updating all elections equipment, policies, and procedures. The position will work directly for and organizationally report to the Elections Supervisor and the Commission Chairperson while supervising, directing, and evaluating the operations and staff for the Elections Department.


 


The Assistant Elections Supervisor shall not be a classified merit employee but shall enter into an Employment Agreement with the County which shall specify the terms and conditions of employment between the parties. This position will be eligible for standard benefits such as health / life insurance, annual leave, sick leave, participation in the County\\\'s retirement program, etc. afforded to County merit employees as outlined in the County\\\'s personnel policies. The position shall be appointed and an Employment Agreement shall be negotiated by the Commission Chairperson.



The following duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. In order to qualify, applicants should possess the following knowledge, skills, and abilities to:


 



  • Assist Election Supervisor to receive and act upon all petitions presented by electors, the board of registrars, or the county executive committee of a political party for the division, alteration, change, or consolidation of precincts.

  • Receive and assist with the determination of the sufficiency of nomination petitions of candidates filing notice of their candidacy.

  • Prepare and publish all notices and advertisements related to the conduct of elections, which may be required by law, and to transmit immediately to the Secretary of State a copy of any publication in which a call for a special primary, election, or runoff is issued.

  • Assist with the selection of polling places for use in primaries and elections.

  • Purchase, preserve, store, and maintain election equipment of all kinds, including voting machines.

  • Procure ballots and all other supplies for primaries and elections.

  • Assist Elections Supervisor to receive from poll officers the returns of all primaries and elections, to canvass and compute the same, and transmit as soon as practicable following the primary or election.

  • Announce publicly the results of all primaries and elections held within the county;

  • Conduct all elections in such manner as to guarantee the secrecy of the ballot and to perform such other duties as may be prescribed by law.

  • Assist Elections Supervisor to direct and control the administration of the affairs of the Board of Elections and Registration pursuant to law and the duly adopted resolutions of the board.

  • Assist filing officer for State Ethics Commission and maintain campaign and financial disclosure reports.

  • Assist in organizing and directing the activities of the department, including developing long- and short-range plans and establishing and monitoring programs, policies, and procedures.

  • Assist in managing the daily operations of the department and providing direction to departmental staff, including decisions on planning, maintenance, construction, facility renovation, special events, and fiscal management of the operating budget.

  • Remain current on all local, state, and federal legislation as it pertains to voting and elections.

  • Develop reports and, in the absence of the Elections Supervisor, confer with the Chairperson and Board of Commissioners to keep them informed on key issues and progress toward objectives and to make recommendations for needed improvements in facilities and staffing.

  • Prepare and, in the absence of the Elections Supervisor, present agenda items during scheduled Board of Commissioners meetings.

  • Attend State Elections Board Meetings.

  • Assist with establishing annual goals and making certain these goals are completed efficiently.

  • Assist with personnel issues, including hiring, disciplining, and terminating; recruit and train volunteers.

  • Plan, allocate, and monitor use of equipment and other resources for the County to ensure efficient organization and completion of work.

  • Assist the Elections Supervisor to develop, to recommend, and to administer an operating budget for the department.

  • Represent the County at various functions, including making speeches at civic and business associations and meeting with citizens, developers, officials, and representatives of the press.

  • Develop working relationships and communicate with national, state, and local organizations and departments while participating in Elections related functions and activities.

  • Work and act as a team player in all interactions with other County employees; provide a high level of customer service at all times; project and maintain a positive image with those contacted in the course of work; and consistently provide quality service.

  • Present and maintain a professional demeanor when relating to with other departments, Commission members, and private citizens.

  • Perform other duties as required.


 


Bachelor\\\'s degree in Political Science, Public Administration, Business Administration, or any related field, with ten (10) years professional experience in the field - OR - any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must complete a certification program approved by the Secretary of State no later than December 31 of the year in which appointed. Applicants must possess a valid Georgia Driver\\\'s License.


SALARY: Commensurate with experience
